One Veteran, One Standard: Where the Campaign Stands in 2026

The 'One Veteran, One Standard' campaign — driven primarily by NCVA and supported by VANCA and dozens of allied organizations — is focused on one central demand: all veterans should receive the same standard of care and compensation regardless of when they were injured or which legislation governed their release.

The two systems problem

Canada currently has two parallel veteran benefit systems: the Pension Act (PA) and the Veterans Well-being Act (VWA). Veterans injured before April 2006 are covered under the PA. Those after are covered under the VWA. The problem is that these two systems produce dramatically different outcomes for similar injuries — a disparity that NCVA has called a national injustice.

2026 Parliamentary session

A motion introduced in early 2026 calls on the government to commission an independent review of the dual-system disparity and develop a unified compensation model. The motion has received support from multiple parties. VANCA submitted a policy brief to the review panel in March 2026.

What VANCA is doing

VANCA has contributed lived-experience testimony to the parliamentary review and is supporting NCVA's call for a Pension Act-style benefit-of-the-doubt standard to be applied universally. We will publish updates here as the review progresses.
