Income Security & Insurance Reform

The barrier veterans are experiencing

SISIP LTD is administered as an insurance product by Manulife — not as a veteran-centred benefit. It lacks the benefit-of-the-doubt provisions in VAC legislation, provides only 75% income replacement (VAC must top up to 90%), has no income exception to encourage return to work, and applies more stringent disability tests. Some veterans have described feeling pressured by case managers during a difficult time.

What VANCA is advocating for

VANCA supports the longstanding NCVA position that SISIP LTD and VocRehab should be transitioned to VAC-parallel programs — one program, one service delivery model, designed with veterans at the centre, not insurance industry frameworks.

How this may affect you and your family

If you were medically released, SISIP was likely your first source of income support — not VAC. That means your income replacement and rehabilitation were governed by insurance rules rather than veteran-centred legislation. VANCA wants that to change.
